Does this violate people’s rights? Does the state have theresponsibility to do this, or is this overreach? Â
What about the panhandlers on every corner in Worcester. Thestate supreme court has ruled it a violation for the city torestrict them --how come we (society) are enablers of mentally illand alcohol/drug addicted people?
