Colonel H. Wayne Wolfe led a squadron of software developers,most of whom were relatively young and inexperienced. All of theexperienced developers were assigned as team leaders. To improveproductivity and quality, the Colonel took the most skilleddeveloper, by a wide margin, who would rather be programming thanserving as a team leader and assigned him to be responsible forfinding and resolving project problems for the whole squadron. Hewas told that his performance would be judged by the percent ofprojects delivered on time and the number of defects discovered inthe field across all of the projects for the whole squadron.
