Background:
Canadas federal government has enacted a multi-year carbon pollution pricing system from 2018-2022. On April 1st, 2022, Manitoba Hydro, a crown corporation, will add this federal carbon charge, which is approximately $44.00 a year to the natural gas bill for a normal home. This carbon charge represents the fourth increase of this carbon charge by the federal government to fossil fuels, representing a cost of $50 per tonne of greenhouse gas emissions (Manitoba Hydro, n.d.).

- Is carbon pricing a cost-effective option for dealing with externalities? Do you agree or disagree? Explain your position. In your response, discuss the concept of externalities, and examine the causes of externalities. (An externality is a cost or benefit of an activity experienced by an unrelated third party. The external cost or benefit is not reflected in the final cost or benefit of a good or service). For example, do you believe this carbon tax is effective for Canadas environment and the goals of climate change, or if there is another method, the government should employ?
