The largest portion of fund shoud be spend for adaptation.
The long-term nature of climate change combined with the
uncertainties that exist in projections (for example, on the pace
of change, and regional effects), is acting as a significant
barrier to decision-making on climate change policies (and policies
affected by climate change) and may lead to inappropriate
adaptation or inaction when it is needed most.
Diverse and substantial ways in which overseas impacts of
climate change will affect the UK’s political, economic and social
interests. So  it is important to provide a robust
foundation for further work and for prioritising adaptation
strategies.
